The resulting budget standards estimated costs at least three times more than the amount required to bring up a child without a disability, established in a study using similar methodology.

This research shows that there are frequent disparities between the fees that state agencies are willing to pay and the full, reasonable cost of long-term care. The researchers conclude that lack of returns are discouraging private sector care home operators from investing in good quality stock for clients dependent entirely on state funding.
